Do Not Sabotage New Case Tracking System - Vice President to Stakeholders in Justice Delivery System

Vice President of the Republic, Dr. Mahamudu Bawumia has sent a stern warning to stakeholders in the Justice Delivery system of the country not to in anyway fight and sabotage the new fully integrated Ghana Case Tracking System developed to properly administer criminal justice in nation. 

Delivering the special guest of honour's address at the launch of the "Ghana Case-Tracking System" under the theme "Electronic Case-Tracking Project, A Collaborative Effort" at the Auditorium of the Law Court Complex, Vice President Mahamudu Bawumia said The citizenry must have confidence in the country's justice delivery system. Equally, investors must have the assurance that should they require to fall on the justice delivery system in a country where they have investments, they will have justice and the rule of Law would be upheld and respected. 

The Ghana CTS certainly has come at an opportune time to establish an efficient criminal trial system that both the citizenry and investors can be confident of, the Vice President observed. He assured that the Akufo Addo led government will do all it can to ensure that the system is make to work. 

"We remain firmly committed to the success of this project and I can assure you that the government of His Excellency Nana Addo Dankwa Akufo-Addo will do all in its power to ensure its success and sustainability. Having said this, it is important to note that a system is only as effective as the stakeholders permit it to be. No doubt, the successful implementation of the project is going to hurt the fortunes of some selfish, corrupt and unpatriotic actors in the justice delivery chain who therefore would want to do anything just to sabotage the process. We have experienced this in our Paperless Port Project. Be under no illusion that we are working with angels" the Vice President said.

He further indicated that "It is therefore important to have high stakes buy-in from the leaders of the key stakeholders in the justice delivery system. They should also ensure that they cooperate with the project implementers to identify key personnel who are potential change agents and ready to work with the implementers to ensure the success of the project".

The Lady Chief Justice

On her part, lady Chief Justice Sophia A. B. Akuffo expressed great delight for the realization of the full integrated Ghana Case Tracking System. The Tracking System according to the Chief Justice, Will raise the profile of criminal justice delivery in Ghana to be at par with that of the Western world and would help the Judicial Service and all the stakeholders achieve process integration in dealing with criminal activity in Ghana. She urged all the Stakeholders to own the Tracking system and contribute their quota to make the system a success. She registered the sincere appreciation of the Judicial Service to the USAID and by extension to the United States government for the support in making the project a reality. 

US Ambassador to Ghana

In his address, the US Ambassador to Ghana, Robert Jackson reiterated the US government's commitment to helping Ghana improve on it entire Legal and Justice Delivery System particularly, the criminal justice deliver aspect of the system. He observed that with the level of commitment shown by the leadership of the Judicial Service and all the stakeholders, he is fully persuaded that the tracking system would be put to effective use. According to the Ambassador, the USAID, which is the sponsoring institution for the Project is willing and available to assist in the full implementation of the Ghana CTS. 

The Attorney General

Attorney General and Minister for Justice, Gloria Akuffo, cautioned all the stakeholders to employ the highest level of honesty during the process of feeding information into the system which she observes will be carried out by human beings. If the system which is being outdoored today will withstand the test of time, it will require that all human interphases to the system do their work efficiently, honestly and with the highest level of integrity. 
 
The Case Tracking System

The Ghana Case Tracking System, (Ghana CTS) a Government of Ghana initiative is the first integrated Criminal Justice Tracking System in the country. The Tracking System under the leadership off the Judicial Service of Ghana has the Ghana Police Service, the Ghana Prisons Service, the Ministry of Justice and Attorney General's Department, the Economic and Organized Crime Office (EOCO), and the Legal Aid Scheme as it main Stakeholders. The Ghana CTS amongst others will promote inter-agency collaboration and information sharing through an integrated information Communication Technology system which will enable all the Key Stakeholder Agencies to electronically access and track the stage, Status and progress of criminal cases from arrest to conviction or discharge of the accused person across the complete case life cycle. The case tracking project has a special focus on crimes related to Corruption, border security, maritime security and cybercrime. 

Objectives Of The Ghana CTS

The Ghana CTS has three main objectives. The first is to develop a comprehensive design and sustainable roll out process for an integrated CTS for the Criminal Justice Sector of the country. The Second is to implement a testing phase and identify the requirements for the sustainable use and expansion of the integrated CTS and lastly to improve procedures and policies to strengthen Change management, coordination and communication across key justice sector institutions that sustain the use of an integrated CTS.
